Mr. Francis was elected in November 2022 as District 2 State Board of Education member representing the citizens in the counties of: Aransas, Calhoun, Cameron, Hidalgo, Jackson, Kenedy, Kleberg, Matagorda, Nueces, Refugio, San Patricio, Victoria, Wharton, Willacy
